The RST issue has been resolved,Microsoft is opening Windows 10 v1903 update to more users
Time: Sep. 12, 2019To ensure effectiveness and reduce complaints, Microsoft is offering the Windows 10 May 2019 (Version 1903) feature update to the device in its usual regional and phased form.
After easing the problem with Intel's RST, Microsoft announced that it had resolved, the compatibility issue in the recently released cumulative update KB4512941.
On September 10th, Microsoft has removed the upgrade block and opened the Windows 10 v1903 feature update for devices that install any version of the Intel RST driver. Microsoft said that previously affected users will receive an update notice within the next 48 hours. For example, if you check for updates and compatibility errors on your device, it may take more than two days to update to Windows 10 v1903.
Microsoft said"This issue has been fixed in the KB4512941 update, so the security blocking has been removed. Note, however, that it takes no more than 48 hours to get an update notification of upgrading Windows 10 Version 1903."
